　　歐洲各國的煙草商在9月6日舉行游行示威，抗議歐洲委員會正考慮實施的限制卷煙包裝和展示的措施。

　　在一項計劃于年底前提出的煙草產(chǎn)品指令修正案中，歐洲委員會正考慮要求卷煙盒采用沒有標識的單色包裝。他們還正考慮禁止店主在他們的商店內(nèi)公開展示卷煙。而必須將卷煙存放在柜臺下面。

　　歐洲煙草零售商聯(lián)盟稱，它在意大利、法國、西班牙、希臘、奧地利和波蘭的聯(lián)盟成員參加了此次抗議。參與者用抗議橫幅遮蓋了商店的展示部分、發(fā)送信件給國家政府并與政客談判。還在波蘭總統(tǒng)府旁邊召開了記者招待會。

　　“這些蠱惑人心并且完全無用的措施不僅會降低稅收收入，而且將使從事零售行業(yè)的成千上萬的人們無家可歸，因而會助長有組織的犯罪，而不會對公眾健康帶來任何積極的影響，”聯(lián)盟主席喬瓦尼·瑞索說道。

Europe: Tobacconists Stage EU-wide Protest

　　Tobacconists have today been demonstrating against measures to restrict cigarette packaging and display.

　　Tobacconists across Europe demonstrated today (6 September) against measures being considered by the European Commission to restrict cigarette packaging and display.

　　In a revision of the tobacco products directive scheduled to be proposed by the end of the year, the Commission is considering requiring packaging for cigarette packs to be blank, with no labels. They are also considering forbidding shop owners from openly displaying cigarettes in their stores. They would instead have to be stored under the counter.

　　The European Confederation of Tobacco Retailers (CEDT) said its members in Italy, France, Spain, Greece, Austria and Poland took part in the protest. Participants covered their shop displays with protest banners, sent letters to national governments and met with politicians. A press conference was organised next to the Polish president's house.

　　"These demagogic and completely useless measures will cut tax revenues and turn out of house and home hundreds of thousands of people working in the retail sector, thus fueling organised crime without bringing any positive effect for public health," said Giovanni Risso, the confederation's chairman.
