煙草在線(xiàn)據(jù)《哥本哈根郵報(bào)》報(bào)道編譯　　丹麥政府對(duì)歐盟限制鼻煙銷(xiāo)售的要求讓步。

　　丹麥政府已決定遵從歐盟的要求，即在丹麥禁止所有形式的鼻煙（一種嚼煙）。在6月份歐盟委員會(huì)發(fā)出警告稱(chēng)丹麥將因違反禁止出售口用煙草的歐盟指令而被告上法庭后，丹麥做出此讓步的。

　　“丹麥政府指出，委員會(huì)評(píng)估并決定提交到2013年3月底在丹麥禁止出售散鼻煙的法案，”衛(wèi)生部長(zhǎng)阿斯特麗德·克拉格（社會(huì)主義人民黨）在提交給歐洲事務(wù)委員會(huì)的一份報(bào)告中寫(xiě)道。

　　目前在丹麥出售散鼻煙是合法的。小袋裝的鼻煙是被禁止的。歐盟要求，按照歐盟規(guī)定，所有無(wú)煙煙草產(chǎn)品都要下架。

　　丹麥自由黨、丹麥人民黨和自由聯(lián)盟以及紅綠聯(lián)盟都說(shuō)，他們不會(huì)支持政府禁止鼻煙的努力。

　　“丹麥自由黨不能支持這樣的禁令，這太過(guò)分了，”發(fā)言人索菲·羅哈德對(duì)《信息報(bào)》表示?！斑@將導(dǎo)致黑市，或者人們只是到國(guó)外購(gòu)買(mǎi)鼻煙。”

　　紅綠聯(lián)盟的發(fā)言人佩爾·克勞森說(shuō)，使用鼻煙的危險(xiǎn)性比吸煙的要低。

　　“這并不意味著鼻煙是健康的，但是我認(rèn)為這是煙草業(yè)利用歐盟來(lái)增強(qiáng)自己利益的舉措，”克勞森對(duì)《信息報(bào)》稱(chēng)?！拔也荒芟胂笪覀儠?huì)投票支持該法案。”

　　自由聯(lián)盟發(fā)言人約阿希姆·奧爾森說(shuō)，研究表明當(dāng)無(wú)煙煙草被禁止時(shí)，人們開(kāi)始吸更多的卷煙。

　　丹麥癌癥協(xié)會(huì)的Kr?ftens Bek?mpelse贊同，鼻煙比卷煙的危害更小，但是項(xiàng)目經(jīng)理尼爾斯·強(qiáng)調(diào)，這個(gè)習(xí)慣仍然會(huì)增加口腔和胰腺患癌的風(fēng)險(xiǎn)。Kr?ftens認(rèn)為鼻煙使用正在增長(zhǎng)。

　　評(píng)論：

　　歐盟對(duì)于無(wú)煙煙草的限制由來(lái)已久，主要理由是口用煙草的使用對(duì)健康的影響，以及這類(lèi)產(chǎn)品會(huì)誘惑青少年吸煙。但是，還有幾個(gè)國(guó)家并未遵守歐盟的指令。比如，在瑞典，鼻煙就是合法的，因?yàn)槿鸬湓?995年加入歐盟時(shí)獲得了豁免，大約20%的瑞典男人使用鼻煙，但是瑞典的癌癥比例是歐洲最低的。而丹麥在歐盟提出警告后決定遵守指令，但遭到了一些人的反對(duì)。其實(shí)，煙草產(chǎn)品的風(fēng)險(xiǎn)都是不確定的，既然卷煙是允許的，那么不釋放煙氣的無(wú)煙煙草也沒(méi)必要禁止，這樣至少可以給煙草消費(fèi)者多一種選擇。

Denmark to Enforce Smokeless Tobacco Ban

　　The government has decided to give in to EU demands that all forms of snus, a type of chewing tobacco, be banned in Denmark. The capitulation comes following a formal notice in June from the EU Commission warning that Denmark would be hauled before the courts in violation of the EU tobacco directive prohibiting the sale of tobacco for oral use.

　　"The Danish government noted the commission's assessment and decided to submit a bill by the end of March 2013 banning the sale of loose snus in Denmark," the health minister, Astrid Krag (Socialistisk Folkeparti), wrote in a note to the European Affairs Committee.

　　It is currently legal to sell loose snus in Denmark. The small pouches are banned. The EU is demanding that all smokeless tobacco products be removed from the shelves in accordance with EU rules.

　　Venstre, Dansk Folkeparti, Liberal Alliance and Enhedslisten all said that they would not support the government's effort to ban snus.

　　"Venstre could not support such a ban, which goes too far," spokesperson Sophie L?hde told Information newspaper. "It will lead to a black market or people simply buying snus abroad."

　　Enhedslisten spokesperson Per Clausen said that using snus is less dangerous than smoking.

　　"This does not mean that snus is healthy, but I see this as the tobacco industry using the EU to promote its own interests," Clausen told Information. "I can not imagine that we would vote for such a bill."

　　Liberal Alliance spokesperson Joachim Olsen said that research has shown that when smokeless tobacco is banned, people begin smoking more.

　　The Danish cancer society, Kr?ftens Bek?mpelse, agrees that snus is less harmful than smoking, but project manager Niels Them Kj?r stressed that the habit still increases the risk of cancer in the mouth and pancreas. Kj?r feels that snus use is growing.

　　"We are afraid it will turn out like smoking hookahs [water pipes]," Kj?r told Information. "No one would have believed 10 or 15 years ago that a habit practised by old Lebanese men would suddenly become a hit in western Europe." Enditem
